This paper is to be written as a policy analyst. This project is to focus on the identification and assessment of the policy changes. In this paper you will be the program analyst and your client is New York State Assemblymember, Brian P. Kavanagh. The paper must be written in memo format, which I will attached (please make sure to follow the structure of the document I attached to this form). The focus of the paper is to answer the following question: "Can the Universal Pre-Kindergarten program be expanded by amending component 11 in the Regents policy on Early Education for Student Achievement in a Global Community for additional levels of Fiscal support?".
I have provided a cheat sheet labeled "Policy Project Definition Worksheet" of what details must be in the memo. Please follow everything I have written. It includes the the policy that will be analyzed, the action-forcing event, the question, the client, some places where to get data sources and a list of documents to use (please feel free to use additional sources, the stakeholders involved (only use the stakeholders I have mentioned in the Policy Definition worksheet attached), options, and criteria to be used to assess and select the recommended policy options i also mention.
The memo is broken into several parts: Assessment of the problem, literature review, stakeholder analysis, options specification, options review, and recommendation. Please answer all parts of the memo, which you will see a sample of in the additional files folder.
I will attach several documents that can help to support this policy paper, but please also include data from reports and studies about the current situation, reports and studies about best practices, research and peer review journals, and most importantly agency reports including budget reports (please provide charts and graphs into the memo to support a fact – if possible).
I must emphasize that this project will assess possible changes to the policy. You will need to access the information and data to use in defining & assessing options. You might find specific info such as: expenditures, performance and outcome measures, staffing, comparative statistics, and compliance information.
KEY NOTE: Policy analysts must often define problems for, and recommend solutions to, their superiors. A policy is a high level statement or plan that defines goals and acceptable approaches to the achievement of goals. A policy analysis evaluates the goals or the approaches to the goals.
